Montenegro wants to join the European Union, and one of the conditions is a visa policy that matches the EU's. Over the past year the government has removed one country after another from its visa-free list. The biggest step comes on 1 November 2026: from that day, citizens of Russia, Belarus, Turkey, Saudi Arabia and Bahrain need a visa to enter Montenegro.

Who loses visa-free entry on 1 November 2026

Until 31 October 2026, these travelers can still enter without a visa for up to 30 days. Russians and Belarusians enter under bilateral travel agreements, and Turks, Saudis and Bahrainis under a special article of the visa decree. The government decree of 23 July 2026 puts an end date on both.

Who already needs a visa

  • Azerbaijan: visa-free stays were allowed only until 15 January 2026.
  • Kuwait: removed from the visa-free list by the decree of 9 October 2025.
  • Qatar: removed from the 30-day visa-free list by the decree of 30 April 2026.

The exception: a Schengen, US, UK or Irish visa

You can still enter Montenegro without a Montenegrin visa if you hold a valid Schengen visa, or a valid visa from the United States, the United Kingdom or Ireland, or a residence permit from one of them. You can stay up to 30 days, and never longer than your visa is valid. This rule is not affected by the changes above. The Montenegro page shows it for every passport.

What to do if you travel to Montenegro

  1. Arriving by 31 October 2026: you can still enter visa-free for up to 30 days. If your stay runs past 31 October, ask a Montenegrin embassy before you go: the decree does not say how such stays are treated.
  2. Arriving from 1 November 2026: apply for a Montenegrin visa before you fly, unless you hold one of the visas or permits above. The Ministry of Foreign Affairs handles applications through its embassies and through VFS Global application centres. Apply well before your trip.
  3. Check your own passport: your passport page on Wandava already shows the change from 1 November.

Where the rules come from

Every change in this article comes from a decree published in Montenegro's Official Gazette, and the Ministry of Foreign Affairs country pages confirm them. The passport pages for these eight countries already show Montenegro with the new rule, or with the change coming on 1 November.
