A residence permit counts only if it is permanent: a US green card, or permanent residence in a Schengen country or the UK. A French card must say "PERMANENT" or "RÉSIDENT DE LONGUE DURÉE – UE"; temporary, multi-year and other residence cards do not qualify and need a Mexican visa. Also accepted: Canadian and Japanese visas and permanent residence cards.
